I am writing to you today to ask you for your support for proposed legislation Int 0594-2007, a local law to amend the administrative code of the city of New York, in relation to the use of clean bioheating oil in New York City.

This groundbreaking legislation will spur the use of clean, renewable heating fuel by the City Government and the city as a whole and will put NYC on course to adopt the cleanest renewable heating oil available – 20% biofuel blended with ultra low sulfur heating oil-over the next several years.

This Bill is a giant step forwards towards modernizing New York City’s fuel supply and cleaning up our air.   New York City currently does not meet Federal air quality statndards for ozone and particulate matter.  If New York’s buildings used the blend of bioheating oil specified this bill it would cut nitrogen oxide (a key ingredient in ozone) emissions by 20-30% and Particulate Matter emissions by 80%.  It will also reduce emissions of global warming pollution by 20%.  With almost 1 million New York City residents heating their homes with fuel oil, the switch will have huge benefits to the city's air quality.

I am writing to you today to ask for your support for proposed legislation known as the “Cleaner Fuels School Bus Act.”  This act (Bill No. A08732) is sponsored by Assemblyman Mark Alessi and is currently being debated in the assembly.  It requires all New York State school busses to be able to use biodiesel blends, and is a critical first step towards bringing environmentally friendly biodiesel fuel to New York State school busses.

As you probably know, biodiesel fuel is a clean burning, renewable fuel that can be used in any unmodified diesel engine. Using biodiesel fuel reduces harmful emissions by about 75% overall compared to petroleum diesel.  Biodiesel is carbon neutral and will help New York City greatly reduce the greenhouse gas emissions of, some of its dirtiest vehicles, including school busses. Perhaps best of all, the exhaust from this amazing fuel is 90% less toxic to children and adults who breathe it.  Biodiesel fuel that has been widely tested and approved by the United States Environmental Protection Agency and, in the last year, about 200 million gallons of this fuel was used in diesel equipment across America, including in about 850 government and private fleets.

Petroleum displacement and emissions reductions will be achieved regardless of where in the state, the fuel is used.  But, if we target New York school buses for its use, we can concentrate the benefits of the fuel exactly where they are needed most, in the state, low income, emissions distressed communities.  As I’m sure you know, many New York neighborhoods have asthma rates that far exceed the nation’s average and that diesel exhaust is linked to asthma and lung disease.  You may also know that studies have shown that diesel exhaust is often 4 times higher that normal inside school busses.

This is a vital, environmentally friendly Bill and is desperately needed in New York as it will both help to recycle a nuisance product and help to create a clean burning fuel in a state plagued with respiratory problems.  Lets work together to encourage green industries and most of all, to help our kids breathe easier.
